Protocol Guide for Diplomatic Missions and Consular Posts - NL Host Nation
This Protocol Guide is issued by the Ministry of Foreign Affairs as part of the Netherlands’ efforts to be a transparent and accommodating host to its distinguished guests. It contains practical information based on the Dutch authorities’ interpretation of the rules concerning privileged persons.
The special rights enjoyed by privileged persons in the Netherlands derive from the 1961 Vienna Convention on Diplomatic Relations (VCDR) and the 1963 Vienna Convention on Consular Relations (VCCR). These conventions allow for national interpretation and evolving insights. A list of useful addresses when dealing with the Dutch authorities can be found in Annexe I.

The privileges and immunities enjoyed by privileged persons are granted for the benefit of the diplomatic missions and consular posts – rather than to the individuals in question – to enable diplomatic missions and consular posts and their staff to exercise their functions efficiently. Diplomatic missions and consular posts may address their questions about the implementation of rules to the Ministry of Foreign Affairs via DPG@minbuza.nl. Registration officers with questions regarding the registration process in the PROBAS system are requested to email DPG-Service@minbuza.nl. The Ministry can only take matters into consideration if they are submitted by a diplomatic mission. Individual cases submitted by staff members or their families cannot be processed.
