Maarten and Anke have a daughter, two sons and two grandchildren.

Civil servant of the Ministry of Foreign Affairs since 1988


  • 1976 Diploma Gymnasium Amsterdam,
  • 1987 Master in Economics (development economics), Free University of Amsterdam, (the Netherlands).

Maarten Brouwer joined the Ministry of Foreign Affairs in 1988. He worked at the embassies in Dar es Salaam (Tanzania 1989-1990) and Khartoum (Sudan 1997-2000) before becoming ambassador to Mali, Burkina Faso and Niger, based in Bamako (2011-2016). In between, he held various positions at the department in The Hague.

From 1991-1994 he was responsible for developing a program to assist eastern European countries in their transition to democratic market economies.

From 1994-1997 he was responsible for development cooperation with India in the economic sectors of logistics and port development.

From 2000-2009 he held positions as head of the economic advisory team and later as director for Aid Effectiveness and Quality of Aid programs.

From 2009-2011 he was Ambassador at large for Development Cooperation, a position in the management team of DGIS (DG International Cooperation).

Since 2016, he has held the position of inspector at the Ministry of Foreign Affairs.
