The Embassy of the Kingdom of the Netherlands in Washington has a fulltime vacancy (40 hours per week) for a Senior Officer for Innovation, Technology & Science, Boston office.
This job will be offered at pay scale 8 for a fixed term of two years, with a probationary period of two months.

Netherlands Innovation Network (NIN)
The Netherlands Innovation Network stimulates international cooperation between companies, research institutes and public authorities in the fields of innovation, technology and science. The network's activities help implement the international knowledge and innovation agenda of the Dutch government. We address national and global challenges, aiming to further develop key enabling technologies through international cooperation and a worldwide network of offices.
We develop international cooperation by:
- providing knowledge and information on the latest innovation, technology and science developments around the world;
- connecting to potential partners abroad;
- organizing innovation missions, seminars, workshops and matchmaking events abroad;
- identifying funding mechanisms for bi- and multilateral cooperation.
General features of job
To support NIN team in Boston
- Reporting to the Innovation Counsellor (head of department)
- Supporting the Innovation Attache in Boston in the daily operation
And perform the following activities and duties:
- Knowledge transfer
- Identify and signal new developments;
- Publish articles;
- Publish news flashes;
- Dealing with questions raised by the industry and knowledge institutes;
- Dealing with questions raised by public authorities;
- Preferred specific “Biomolecular and Cell Technologies” knowledge and network.
- Creating networks
- Accompanying missions of industry/ knowledge institutes;
- Accompanying missions of public authorities;
- Organize events like seminars/ workshops.
- Stimulating knowledge intensive cooperation
- Connect Dutch- American parties for cooperation, and more specifically with partners in MA;
- Set up agreements for R&D cooperation;
- Support strategic accounts for industry/ knowledge institutes;
- Publish articles of relevance for the Ministry of Economic Affairs and Climate Policy.
Duties
- Identification and assessment of potential partners for ST&I collaboration in United States
- Answering questions of Dutch parties regarding ST&I and policy domains relevant to the Dutch National Technology Strategy.
- Networking in the American industry, government and research communities
- Preparing sector reports on relevant ST&I domains.
- Reporting on relevant policy developments in related to ST&I and relevant economic sectors
- Supporting programs for incoming Dutch delegations (Government, Industry, Universities and Research Institutes)
- Supporting in organizing events in MA related to Science, Technology & Innovation
To provide information on the relevant field of work by:
- Communicating relevant developments through social media
- Answering questions by telephone and e-mail
- Staying informed of the state-of-the-art of technology developments in areas appointed to by the attaché through reading of relevant documents and materials
- Signalling and reporting relevant developments in these areas
- Writing articles and news flashes to be published on NIN-website and newsletters
- Doing desk research and delivering reports for advice to clients
- Reporting of annual activities of IA activities to “home base” at RVO and the Ministry.
- Preparing of, participating in and reporting on local meetings, briefings, seminars or conferences and exhibitions
- Organizing and assisting in the organization of visits by Dutch delegations
- Organizing and assisting in the organization of meetings initiated by NIN
- Maintaining network of contacts and clients
- Administrative work related to the NIN department
Knowledge & Skills (Job requirements)
Knowledge and areas of experience:
- Higher professional level
- 5-7 years of relevant work experience in an international environment is required
- English language skills: professional working proficiency (reading, writing and verbal)
- Knowledge of Dutch is an asset
- Academic degree (MSc./PhD), preferably STEM or demonstrated interest in technology
- Skilled communicator and presenter (writing and oral)
Type of employee required:
- An evident interest in Innovation, Technology & Science
- A general understanding of ST&I programs, projects, policy and government structures in Taiwan
- A general understanding of the research community in the United States
- Being familiar with relevant ST&I sector(s) in biotech and Life Sciences & Health is a pre.
- Able to work independently under the guidance of the attaché for Innovation, Technology & Science in Boston, and under the supervision of the Counsellor of Innovation, Technology and Science in Washington, D.C.
- Pro-active, service oriented, flexible and being able to deal with both American and Dutch clients
- Comfortable to work and communicate with people of all levels of seniority (United States & Netherlands)

Physical environment:
- The Netherlands Innovation Network in Boston is a satellite office of the Embassy of the Kingdom of the Netherlands focusing specifically on ST&I located at the CIC in Boston. The strength of this team is the knowledge of the local innovation ecosystem and the strong local network. There is much interest from Dutch innovators to connect with the ecosystem in MA. The NIN team in Boston helps these Dutch innovators. The Netherlands Innovation Network is managed out of the embassy in D.C. by the Counsellor for Innovation, Technology and Science with teams at the embassy, in the satellite office in Boston, and at the Consulate General of the Kingdom of the Netherlands in San Francisco.
- The Netherlands Innovation Network in North America connects companies, research institutes and public authorities from the Netherlands with relevant innovation, technology and science organizations in the US and Canada. NIN collaborates closely with our sister organization the Netherlands Foreign Investment Agency (NFIA). Like NIN, the NFIA is focused on strengthening the Netherlands ecosystem although the NFIA relies more on promoting investment into the Netherlands to accomplish this mission.
- The Embassy of the Kingdom of the Netherlands in Washington D.C. is the largest bilateral embassy of the Netherlands with approximately 105 employees. Almost all Dutch ministries and the Dutch Caribbean Islands, Curaçao and Aruba have representatives at the mission. About 50% of the personnel is expatriated.
- The Netherlands Innovation Network team is part of the Economic Cluster, together with the following ministries, Economic Affairs and Climate Policy, Agriculture, Food Security and Nature, Infrastructure and Water management, Health, Welfare and Sport, Education, Culture and Science and NFIA (Netherlands Foreign Investment Agency)
