The general affairs officer (GAO):
- provides administrative support for one or more operational business processes in the areas of finance, incoming delegations and operations.
- works for the Service Desk New York (SDN), which provides supporting services to the entire Permanent Mission to the UN (PRUN) and the Consulate General (CG).
- understands the importance of good planning and clear processes for the functioning of the SDN.
- monitors progress and identifies stagnation in the administrative implementation of processes and projects.
- is alert to errors and inaccuracies and makes proposals for adjustments to the planning.
- is familiar with the procedures and seeks pragmatic solutions that are appropriate for the context in which the SDN operates.
- assists colleagues, responds to customers, and ensures good coordination.
- adheres to the formal standards applicable within the organization and monitors the quality of services provided.
- carries out the work with a high degree of independence.
As this is a support position, the working hours are between Monday – Friday from (8:30 – 17:30)
Result areas and results
- Coordination of administrative processes for incoming delegations and temporary housing for expat staff, e.g. hotel reservations, logistics, etc.
- Operational support SDN.
- The successful candidate will also be given responsibilities regarding payment of invoices and management of credit cards.
Tasks
Payment of invoices and management of credit cards
- Acting as first point of contact for all financial processes on invoices and credit card management.
Coordination of administrative processes for incoming delegations, e.g. hotel reservations, logistics, etc.
- Acting as first point of contact for all matters relating to administrative processes for incoming delegations.
- Preparing the financial settlement of incoming delegations.
Operational support SDN
- Monitoring of several e-mailboxes of the missions.
- Providing clear and complete information for all staff in the PRUN and CG.
- Supporting other senior team members with finances, support to the incoming delegations and temporary housing.
- Keeping administrative lists and registrations complete, accurate and up to date.
- Keeping information in good order, in accordance with relevant agreements and guidelines (incl. integrity / privacy guidelines).
- Dealing with requests for information about procedures, forms, administrative obligations, and organizational processes in a customer-friendly manner.
- Taking care of any task assigned.
Framework
- The GAO is accountable to the Operational Manager of the SDN for the way in which duties are carried out. On a daily basis the GAO works closely with the senior team members and reports to the Deputy Operational Manager.
- The GAO studies relevant rules and regulations, and related terms and conditions of administrative procedures, assessing their implications for staff and their applicability in specific situations.
- The GAO communicates clear and customer friendly about the rules and regulations that are applicable.

- With operational officers of the financial department of the Ministry of Foreign Affairs in the Netherlands about finances.

Work Environment
The Permanent Mission of the Netherlands to the United Nations (PRUN) is looking after the Dutch interests regarding foreign policy and in the area of development cooperation at the United Nations in New York. Approximately 45 employees are working at the PRUN. The Consulate General (CG) in New York is a medium size diplomatic mission with 4 expats and 21 local employees. The CG is active in the fields of economic and technological cooperation and trade, promotion of Dutch culture, Public Diplomacy and consular services. The office of NFIA (Netherlands Foreign Investment Agency) is also located within the Consulate.
You will work for the SDN which consists of 12 employees: the Operational Manager, two Deputy Operational Managers, one Senior General Affairs Officer, one IT Support Officer, one General Affairs Officer, one Clerical Officer/Receptionist, one Assistant IT-Officer/Driver, three Drivers, one Cleaner and four Consular Officers. The SDN is responsible for the operational management of the PRUN and the CG in the areas of security, finances, housing, logistics and IT.
The PRUN together with the CG and the NFIA are located on two floors in a modern high-rise building.

This position is for a period of 3 months and may be extended.
