Statement of the Kingdom of the Netherlands delivered by H.E. Ambassador Mr. Lars Tummers, Deputy Permanent Representative, Permanent Representation of the Kingdom of the Netherlands to the UN in Geneva.

Thank you Mr. President,

The Kingdom of the Netherlands aligns itself with the EU statement and thanks the Commission of Inquiry for its oral update. 

Commissioners,

Indiscriminate drone and missile strikes – by night and in broad daylight – menace Ukrainians almost daily. 

The images of their aftermath are devastating: civilians killed, homes destroyed, and families torn apart. 

Beyond the fear from the skies, people living in the occupied territories endure a relentless series of grave violations. 

We are deeply concerned by your previous findings of widespread and systematic use of torture and ill-treatment by the Russian authorities. 

Testimonies from released Ukrainian PoWs and civilian detainees reveal a reality of severe beatings, sexual violence and electric shocks—if survivors are able to recount them at all.

These flagrant violations must end. 
Perpetrators must be held accountable. 
Ukrainians deserve justice -without it, there can be no lasting and just peace.

Therefore, we will continue our steadfast support for Ukraine’s path towards accountability.

And we commend Ukraine’s unrelenting national endeavors to investigate, prosecute and adjudicate of international crimes. 

Mr. Chair,
How can the international community best support Ukraine and its people in adopting a comprehensive approach to accountability and how can global and regional initiatives complement each other in this regard?
