OPT: Interactive Dialogue on the High Commissioner’s report on the Occupied Palestinian Territories

Statement of the Kingdom of the Netherlands delivered by H.E. Mr. Ambassador Lars Tummers, Deputy Permanent Representative, Permanent Representation of the Kingdom of the Netherlands to the UN in Geneva.

Thank you, Mr. President,
 
We thank the High Commissioner for his report. The Kingdom of the Netherlands expresses its high appreciation for the tireless work of the High Commissioner and his staff, also in these times when resources are increasingly scarce.  

The report before us outlines a wide range of serious human rights violations for which accountability is paramount. We are gravely concerned about the dire humanitarian situation and the devastating number of civilian casualties, including journalists. We also note the report's account of apparent targeted attacks on aid workers. We underscore that any willful targeting of humanitarian personnel is prohibited under IHL and gravely undermines the delivery of lifesaving aid. Humanitarian staff should never be a target. The entry of humanitarian relief should be facilitated. The Netherlands calls upon all parties to comply with IHL. 

We continue to strive for peace, justice and accountability.. To continue documentation and monitoring of human rights violations, we call on all parties to cooperate with OHCHR and grant access to Gaza.

Allow me to reiterate our continued support to your mandate and its independence. Testament to our support is our continued contribution to your work. This year, the Kingdom of the Netherlands will make an additional contribution to the OHCHR office for its work in the Occupied Palestinian Territories.
