Thank you Mr. President,

We thank the High Commissioner for the presentation of the various reports under item 3, especially the publication regarding the impact of SLAPPs  on freedom of opinion and expression. 

The Netherlands is deeply concerned by the deliberate targeting and intimidation of journalists, media outlets and human rights defenders worldwide through abusive legal action, including by state actors and business entities. We have witnessed a significant increase in these type of tactics. 

A trend that worries us deeply, as SLAPPs further narrow the space for free expression and public debate, erode democratic values and weaponize the law against those who report on issues of public interest. 

This is incompatible with States’ international human rights obligations. 

Freedom of expression, both offline and online, is a human rights priority of the Netherlands. 

That is why we are taking action. 

Under our Safety for Voices programme, the Netherlands supports journalists and human rights defenders in need, including those who face such abusive legal proceedings. By providing legal protection and assistance for journalists facing SLAPPs, the Netherlands and its partner organizations work to counter legal harassment, strengthen press freedom and improve the safety and resilience against lawsuits of journalists worldwide.
