Thank you Mr. President,


The Kingdom of the Netherlands aligns itself with the EU statement. 
We thank the Special Rapporteur for her report.
The Kingdom of the Netherlands is deeply concerned about the findings of the report, specifically in regard to the growing crisis of foreign entities harvesting personal data. Entities are now virtually present in our lives, but legally absent from our jurisdictions. They collect data with impunity because they have no physical offices to hold accountable. 
The Netherlands echoes the report’s concern regarding the lack of provisions to govern international data collection, and the widespread failure to comply with the limited provisions that are in place. Without legal protection, people are left in a defenseless state, unable to exercise their digital rights or seek local remedies against foreign entities. Furthermore, the constant unauthorized extraction of data creates a new normality, wherein the systemic violation of personal privacy is normalized. We therefore welcome the report’s recommendations to update international guidelines, adopt legal measures and strengthen cooperation. 
Madame Special Rapporteur,
Your report clearly shows the need for effective legal measures and recommends the development of a legally binding international treaty, or updating existing international standards. What, according to you, would be the best approach to develop such a treaty, or update such a standard?
