Adopted - Item 4 Resolution: Situation of human rights in Ukraine stemming from the Russian aggression
Statement of the Kingdom of the Netherlands delivered by H.E. Mr. Lars Tummers, Deputy Permanent Representative, Permanent Representation of the Kingdom of the Netherlands to the UN in Geneva
Mr President,
It is regrettable that Ukraine again needs to
present this resolution to this UN Human Rights Council.
Regrettable, because after more than three years, Russia’s war of
aggression continues unabated.
And with it the assault against
the fundamental rights of every Ukrainian.
Women and girls, boys
and men, no one, not even the most vulnerable, are left untouched.
Mr. President, colleagues,
The draft resolution before us
doesn’t mince its words.
It paints a clear, be it a devastating
picture.
And for Ukrainians this is their devastating
reality.
As they have become all too familiar with Russia’s
continuous attacks against their cities, their villages, their
people.
It is through the work of the Commission of Inquiry,
who’s mandate this draft resolution seeks to extend, that the
international community is reminded of this reality.
The findings
of the Commission, who has been working objectively, independently and
impartially for three years, are also clear.
They have determined
that the Russian authorities have committed the crimes against
humanity of enforced disappearances and torture in the context of
their full scale invasion of Ukraine.
This Council must ensure
that the Commission can continue its vital work.
That victims are
heard.
That their testimonies are recorded.
That impunity will
not prevail.
Mr President,
Accountability – real accountability – is the
foundation of peace. Not just peace in Ukraine, but peace that is
just. Peace that endures. And we consider that this resolution and the
work of the Commission are a critical step on the path towards
accountability.
Given the above the Kingdom of the Netherlands
calls on all member States to join consensus on this resolution, which
is brought before us by Ukraine itself.
But if a vote is called
let us vote with clarity.
We urge all members of this Council to
vote YES.
