André Haspels was appointed Permanent Representative of the Kingdom of the Netherlands to the Council of Europe in Strasbourg in September 2026.

André Haspels was appointed Permanent Representative of the Kingdom of the Netherlands to the Council of Europe in Strasbourg in September 2026. André joined the Foreign Service in 1987 and occupied a variety of positions. Amongst others, he has been Ambassador in Hanoi, Pretoria, Washington and Beijing. In The Hague, he worked as DDG for Development Cooperation, DDG for Political Affairs and DG for Political Affairs.

André is married to Bernie Haspels Grootenboer and they have four children. His hobbies include reading, travelling and sports (mainly running, hiking and biking).
