The Innovation Adviser will serve as a focal point for deep-tech collaborations between India and the Netherlands. Operating at the nexus of innovation policy, international cooperation, and advanced technology ecosystems, the Adviser will translate the Netherlands’ global technology ambitions into impactful partnerships and actionable frameworks within India’s rapidly evolving innovation landscape.

Working in close coordination with the Head and Deputy Head of the Innovation Department, the Adviser will shape and strengthen bilateral cooperation in semiconductors, cybersecurity, digital infrastructure, and other frontier technologies. The Adviser will also ensure policy coherence, strategic alignment, and operational synergy across the Embassy in New Delhi, the Consulates-General in Bengaluru and Mumbai, the Netherlands Business Support Offices (NBSOs) in Ahmedabad and Hyderabad, and the Honorary Consulates in Chennai, Kolkata, and Lucknow.

The position requires a proven record of leadership in international collaboration, stakeholder management, and policy design, supported by a deep understanding of India’s national innovation architecture, sectoral priorities, and strategic policy frameworks. The Innovation Adviser will:

  • Analyze and interpret national and global policy developments in semiconductors, cybersecurity, AI, and emerging technologies, translating them into strategic advice, actionable projects, and investment opportunities.
  • Develop and institutionalize cross-sectoral alliances, integrating high-technology cooperation with broader themes such as water, agriculture, renewable energy, and health, consistent with the India–Netherlands Strategic Partnership.
  • Champion academic and skill collaboration between Dutch and Indian universities, linking research excellence with industry needs and addressing human capital development in semiconductors and cybersecurity.
  • Coordinate policy updates and analytical reporting to the Netherlands’ Ministry of Economic Affairs and Climate Policy and other relevant Dutch authorities, ensuring policy coherence and timely reporting.
  • Utilize extensive program management and innovation finance expertise to identify and implement sustainable co-investment mechanisms and technology transfer opportunities aligned with Dutch and EU innovation priorities.

By combining engineering rigour with policy intelligence and international diplomacy, the incumbent’s leadership will be pivotal in shaping the Indo-Dutch high-technology partnership, positioning the Netherlands as a preferred and trusted partner in India’s innovation-led growth, while safeguarding Dutch strategic interests in semiconductors, cybersecurity, and resilient digital infrastructure for the future.

The position is based in the Embassy of the Kingdom of the Netherlands in New Delhi and operates in close collaboration with other departments of the Mission, Indian government agencies, financial institutions, private-sector stakeholders, and international partners.

The Adviser will maintain and continually expand a robust professional network that spans government, academia, industry, and diplomatic spheres in both India and the Netherlands. The role requires a demonstrated ability to engage credibly with senior decision-makers, technology leaders, and institutional stakeholders, translating policy priorities into collaborative action.
Government of India and Policy Ecosystem: Maintain an efficient and trusted network across the Ministry of Electronics and Information Technology (MeitY) on semiconductor mission policies, Department of Science and Technology (DST), and the Office of the Principal Scientific Adviser (PSA) for innovation and R&D collaborations. 

Internal Embassy and Mission Coordination: Work in close consultation with policy officers and senior advisers across the Embassy on developments in relevant policy areas. Coordinate with senior and administrative staff on procedures, working methods, and progress of ongoing programs, ensuring coherence with Dutch and EU strategic frameworks. The Adviser will collaborate actively with the Economic Department, Netherlands Foreign Investment Agency and other relevant teams, contributing expert insights on high-technology cooperation.

Industry and Business Associations: Engage dynamically with industry platforms such as NASSCOM, IESA, SEMI India, CII, FICCI, and the Confederation of Dutch Industry (VNO-NCW) to promote cross-border trade, investment, and technology partnerships. Maintain active collaboration with startup hubs, innovation accelerators, venture capitals, and incubation centres.
The Adviser’s contact landscape will involve ministerial, executive, and board-level engagement, requiring strong diplomatic acumen and technical credibility.

Duties & Result areas


Implementation and Strategic Leadership

  • Shape and Influence Policy Ecosystems: Analyze global and domestic developments in India’s semiconductor and cybersecurity landscapes, advising on regulatory frameworks, standardization, infrastructure readiness, and incentive programs. Provide strategic counsel to Dutch authorities on navigating emerging opportunities within India’s production-linked incentive (PLI) ecosystem and digital transformation policies.
  • Integrate High-Tech into Broader Bilateral Themes: Ensure cross-sectoral linkage of semiconductors and cybersecurity with other Embassy priorities such as energy transition, water management, agri-tech, and health-tech, enabling a coherent “One Netherlands” approach across all mission activities.
  • Support Policy Coordination and Reporting: Prepare strategic briefings, progress reports, and analytical dashboards for the Economic Department and Dutch Headquarters, integrating data-driven assessments on India’s high-technology policy evolution, industrial trends, and partnership pipelines.

Program Development and Execution

  • Design and Manage Collaborative Projects: Translate policy ambitions into operational programs with well-defined outputs, milestones, and impact indicators. Ensure comprehensive project governance through clear documentation, stakeholder alignment, and fiscal accountability.
  • Organize Strategic Missions and Delegations: Conceptualize, plan, and implement Indo-Dutch high-tech trade and research missions, connecting ecosystem leaders from both sides. Deliver high-impact engagements such as innovation dialogues, roundtables, and co-creation workshops.
  • Pro-actively providing strategic guidance to the Dutch (Semiconductors, Cybersecurity, and Related High-Tech Areas), related businesses and relevant stakeholders on market access, as well as economic and commercial developments in the Indian market;
  • Preparing, planning and organizing trade and strategic missions to India and the Netherlands, as well as trade fairs, seminars, business-to-business meetings and networking events;
  • Consulting with heads of embassy sections on wishes and opportunities within the policy area concerned. Proactively coordinating with sector leads from Water, Agriculture (including food security), Health team, in (Semiconductors, Cybersecurity, and Related High-Tech Areas).
  • Contribute to research and knowledge products through reports, policy briefs and case studies on the relevant area of operation based on studying literature, attending seminars, formal and informal meetings.

Knowledge & Skills / Job requirements

Level of education: Professional advanced-level academic credentials (M.Tech/MSc/MBA) with a background in Science of Engineering (B.E./B.tech/BSc) or equivalent.

Level of experience: At least 5 years; Post Qualification formal experience in designing research-led innovation programs, producing internationally published work, and mentoring academic–industry collaborations. Focus on innovation policy, technology transfer, and strategic ecosystem building, with Foundational technical training Science, Engineering or Technology to ensure balance between technological literacy, fiscal prudence, and human-capital strategy.
 
Knowledge:

  • Understanding of India’s Semicon ecosystem, cybersecurity architecture, digital trust frameworks, including wafer fabrication, packaging, design innovation, supply chain localization, and policy incentive frameworks and evolving national standards for AI, critical infrastructure protection, and digital ethics.
  • Familiarity with Dutch and European Union priorities.
  • Awareness of intellectual property systems, technology licensing, and patent commercialization.

Skills:

Working Environment


Brief description of the Mission and the physical work environment

The diplomatic, consular and business support network of the Kingdom of the Netherlands in the Republic of India comprises the Embassy in New Delhi, Consulates-General in Bangalore and Mumbai, Netherlands Business Support Offices (NBSO’s) in Ahmedabad and Hyderabad and Honorary Consuls in Chennai, Kolkata and Lucknow.
The Embassy in New Delhi has around 81 staff members. The Chancery of the Embassy is located within the diplomatic enclave at 6-50/F Shantipath, Chanakyapuri, 110021 New Delhi.

The Netherlands Innovation Network India (NINI) stimulates international cooperation between companies, research institutes and public authorities in the fields of innovation, technology and science. The network's activities help implement the international knowledge and innovation agenda of the Dutch government. NINI address national and global challenges, aiming to further develop key enabling technologies through international cooperation and a worldwide network of offices. NINI develop international cooperation by:

  • providing knowledge and information on the latest innovations, technology and science developments around the world;
  • connecting to potential partners abroad;
  • organizing innovation missions, seminars, workshops and matchmaking events abroad;
  • identifying and developing funding mechanisms for bi- and multilateral R&D cooperation.


Employment conditions

The selected candidate will be offered an employment contract for one year. Upon expiry of this contract, a two-year employment contract will be offered in case of excellent job performance. On the same condition, a three-year employment contract will be offered upon the expiry of the second employment contract. Any successive employment contract thereafter will be decided upon on a case-by-case basis.

Upon employment, the employee will be ranked in salary scale 8, the same as the job level. All ten salary scales at the Embassy comprise 16 pay numbers. The pay number assigned to the employee upon employment depends on the number of years of relevant experience. After every 12 months, the employee may be awarded one additional pay number depending on his or her job performance in the preceding 12 months. At present, salary scale 8 starts with a gross monthly salary of INR 154,347 for pay number 0 and ends with a gross monthly salary of INR 231,521 for pay number 15. Salaries are reviewed every first of January. Every December a 13th month salary is paid. Within certain restrictions 95% of necessary medical cost are reimbursed. Employees are encouraged and supported to seek further training and education to improve their skills and broaden their employability. This is paid for by the employer. 

Income tax and social security premiums are to be paid by the employee in accordance with Indian Law and regulations.
