Domestic violence is a crime prosecuted ex officio and punishable under Greek Law. The use of any form of violence or abuse, whether psychological, physical or sexual, is prosecuted by law.

A comprehensive Network of 66 Services is established across the country for the prevention and response to all forms of violence (domestic violence, sexual harassment, rape, trafficking of women for sexual exploitation). These services are available to women and girls regardless of race, nationality, origin, age, sexual orientation, or gender identity, and include:

      • 45 Counseling Centers across the country providing social, psychological, legal, and employment support, in cooperation with Bar Associations.
      • 20 Shelters for women victims of gender-based violence and their children. Referrals to shelters are made via the Counseling Center

All facilities are accessible to people with disabilities.

All facilities are staffed by specialized professionals in women’s counseling (psychologists, sociologists, social workers, and lawyers). Staff receive regular training, and counseling services are confidential. Services are provided in Greek and English, with interpretation available for other languages (primarily refugee languages) through KETHI and METAdrasi.

In the event of a violence incident, the victim (or a third party) can first contact the SOS Helpline 15900 (by phone or email). Helpline counselors provide psychological support and refer the victim for further assistance (psychological, legal) to the nearest Counseling Center, and if necessary, to a Shelter. Prior to shelter admission, a medical check-up is conducted.

During any interim period requiring emergency accommodation, collaboration with the Panhellenic Association of Hoteliers ensures temporary accomodation in hotel rooms for victims and their children until the shelter admission process is completed. Children may stay up to 18 years old for girls and 12 years old for boys. Shelter stays are temporary, aimed at reintegration and independent living, with a maximum initial period of three months, extendable if necessary based on staff assessment.

In cooperation with the Ministry of Citizen Protection, the Ministry of Digital Governance, and VODAFONE, the GSGE has created the “Panic Button” application to help women at immediate risk request urgent help safely. Since May 2024, the application has been provided to all adult victims of domestic violence, regardless of gender, including women, men, and LGBTQ+ individuals, nationwide. Initially, the pilot targeted women in Athens and Thessaloniki.

The “Panic Button” is distributed through:

  1. The Offices for Combating Domestic Violence within Police Departments where available.
  2. Security Subdivisions and Police Departments across the country.
  3. Counseling Centers of the GSGE Network.
