Transnational organized crime and the trafficking in drugs pose a real threat to the stability and security of Costa Rica.  The Kingdom of the Netherlands has stepped up its support for Costa Rica, aware that growing alliances between criminal organisations pose a threat to national security on both sides of the Atlantic. International cooperation is key to tackle transnational organised crime.

The Kingdom of the Netherlands supports cooperation to combat drug trafficking, through the exchange of intelligence, and providing training and equipment. But also through the Program of Assistance against Transnational Organized Crime (El PACCTO), an initiative that supports the strengthening of the rule of law, funded by the European Commission's Directorate General for International Partnerships.

The Central American region is an important provider and net exporter of food and agricultural commodities. The Netherlands is the second biggest export destination for many of these products, through the Port of Rotterdam. The governments of Costa Rica and the Netherlands are collaborating to increase security along the whole value chain from production and transit to consumption. Dutch expertise in logistics and harbor safety can contribute to safe and profitable value chains and trade flows in agricultural commodities to the Netherlands.

The Embassy supports agro chain cooperation and promotes public-private collaboration for clean and safe value chains and transparency by bringing together Dutch and Costa Rican chain partners, public and private, in agro-chains (pineapple/bananas) to disrupt criminal logistical and financial hotspots and improve logistical and port security.
