Policy Officer Economic Affairs and Infrastructure dutch embassy in Chad

The Policy Officer Economic Affairs and Infrastructure is primarily responsible for the identification and implementation of development projects, particularly in the field of public infrastructure, financed or co-financed by the Netherlands, and contributing to the development of Chad. The Policy Officer monitors feasibility studies, procurement, and the implementation of these projects. The policy officer is accountable to the head of mission.

He or she mainly supports two large ongoing development projects:

  • Project management and support to the project Adduction d’Eau Potable de N'Djamena (AEP). With a Dutch contribution of EUR 30 million this is the largest Dutch funded development project in Chad, executed through Invest International agency;
  • Project management and support to the Land at Scale Programme. Land-at-Scale is a Dutch initiated programme to support land reforms in Chad;

The Policy Officer works under the responsibility of the Chargé d’Affaires of the Embassy Office of the Netherlands in N’Djamena and in close collaboration with Invest International and the Netherlands Enterprise Agency (RVO), on projects that are financed through these agencies.

The Policy Officer operates within the framework of the policy of the Dutch Ministry of Foreign Affairs, particularly within the main public infrastructure development programs implemented by Invest International on behalf of the Ministry.

Description of duties

  • Advising the Ministry of Foreign Affairs, Invest International and RVO on (new) Chadian policies regarding infrastructure, water and agriculture in Chad. Identifying opportunities to leverage Dutch knowledge and expertise on these sectors in Chad.
  • Further developing the infrastructure, water and agriculture project portfolio of the Netherlands in Chad, working closely together with Invest International, RVO and experts at the Ministry of Foreign Affairs in the Hague. This requires independent interpretation and analysis of collected data, participation in meetings and preparation of reports;
  • Monitoring and supporting the implementation of ongoing projects on infrastructure, water and agriculture financed by the Ministry of Foreign Affairs through Invest International and RVO;
  • Expanding the network of the Embassy office and representing the Embassy office in relevant meetings, including with other embassies, UN, EU and Worldbank/IMF, with feedback to the management;
  • (Co-)organizing public diplomacy activities;
  • Supporting incoming missions, including the preparation of the programme, preparing background files and speaking notes;
  • Contributing to the Dutch social media strategy in Chad and keeping the online presence of the Embassy office up to date via the website, Facebook, Twitter, etc;
  • Support other staff in specific tasks, when requested.

Result areas

  • Timely, relevant, proactive, quality advice on infrastructure, water and agriculture developments in Chad is available. Opportunities to leverage Dutch knowledge and experience have been identified;
  • Good quality proposals to develop the infrastructure, water and agriculture project portfolio of the Netherlands in Chad are available, in line with the priorities that were set in the internal Annual Plan and Multi-Annual Country Strategy, and in line with the Ministry’s regulations, in close cooperation with Invest International, RVO, project partners and with concise advice to management;
  • Ongoing projects in the infrastructure, water and agriculture sectors, financed by the Ministry of Foreign Affairs through Invest International and RVO, are well managed, particularly the Adduction d’Eau Potable de N'Djamena (AEP) project and the activities that are executed in Chad under the Land at Scale Programme.
  • An excellent and relevant network is maintained in the field of infrastructure, water and agriculture;
  • Good representation of the Dutch position in relevant meetings, including donor coordination meetings;
  • High quality and relevant public diplomacy activities have been organized in fields relevant to the Embassy office.

Working environment

The Embassy office of the Kingdom of the Netherlands in N’Djamena was opened in 2019 following increased political attention in The Netherlands for security and stability in the wider Sahel region. The Embassy office contributes to stability and security, monitors Dutch humanitarian aid, while financing activities in the field of infrastructure, water, agriculture, private sector development and human rights.

The Embassy office is led by the Chargé d’Affaires and employs two diplomatic staff and four local staff members. It falls under the responsibility of the Embassy in Abuja, but operates independently.

The Policy Officer Economic Affairs and Infrastructure will work mostly independently, initiate projects and activities and is expected to follow economic and political affairs in the Republic of Chad also outside of working hours.

Job requirements

  • Master’s Degree or equivalent in engineering, agronomy, economics, development studies or another relevant field;
  • Minimum of 5 years of relevant working experience, preferably for a diplomatic mission, international NGO or multinational company. Good references;
  • Ample knowledge of economic affairs, infrastructure, water and agriculture in Chad. Knowledge about the functioning of the UN, World Bank, IMF and the EU;
  • Vast experience in project management, including the independent management of large (EUR 10 million +) development cooperation projects or programs;
  • Strong networking skills, with an extensive network in the civil society, justice sector and the Government;
  • Excellent command of spoken and written French and English language. Command of the Arab and/or Dutch language is an asset.
  • The successful candidate is a good analyst and an experienced writer;
  • Good command of programmes like Word, Outlook, PowerPoint, Excel and social media;
  • Results-oriented and ability to work in a multicultural environment;
  • Integrity, flexibility and ability to plan and organize one’s work effectively.
  • Valid residence and work permit in Chad (if applicable). This is a position on a local contract so Chadian law applies.
