You will cover early recovery and reconstruction support for Ukraine. Even though the war is still ongoing, Ukraine has started working on reconstructing the damage caused by the Russian invasion. Ukraine has chosen a decentralised approach based on the Rapid Damage Needs Assessment (RDNA) it has developed with the World Bank, UN and EU. 

The Kingdom of the Netherlands is a staunch supporter of Ukraine. We support Ukraine in rebuilding infrastructure, we help local governments to rehabilitate their communities and we develop programmes on Mental Health and Psycho-Social Support (MHPSS). 

The Netherlands partners with large multilateral organisations such as the UN, the World Bank, EBRD and the EIB. But also smaller local and international NGOs, and of course the Ukrainian authorities. You will build and maintain a strong network in these organisations and discuss priorities, potential cooperation, improve coordination and you will assist in monitoring the implementation of Dutch funded programmes. 

You will do this in close cooperation with the Reconstruction Coordinator and be part of the economic team. This is a position for the year 2026 with a strong intention to extend.

Duties

  • Pro-actively monitoring relevant developments in Ukraine’s reconstruction policies including legislation;
  • Maintaining a broad network within government, civil society and IFI’s relating to reconstruction;
  • Closely monitoring of implementation of Dutch funded projects; 
  • Support in assessing proposals under the Ukraine Partnership Facility (UPF);
  • Identify opportunities in the field of reconstruction and deepen cooperation;
  • Assist in coordination work including keeping an overview of the Dutch engagement in the Sectoral Working Groups (SWGs);
  • Attending relevant meetings and reporting back to colleagues; organising relevant events on behalf of the Embassy;
  • Contributing to the organisation of incoming visits;
  • Providing assistance where relevant, including as translator and interpreter. 

Working Environment

The Netherlands Embassy in Kyiv promotes and implements bilateral cooperation between the Netherlands and Ukraine with the aim to strengthen bilateral ties and strengthen political stability, security and economic growth in Ukraine also through engagement of the Dutch private sector.

The Netherlands embassy in Kyiv has more than 40 staff members. The Embassy is organised in a political, an economic/agricultural, a consular/ administrative section and has several specialised attaches. Within the Embassy the ‘one team’-way of working is promoted, through crosscutting reporting, activities and information sharing.

Knowledge and skills

Level of education: higher professional level
Level of experience: 5 years’ relevant work experience required

  • In-depth knowledge of the international multilateral system and its ways of working;
  • Familiarity with the World Bank, EBRD, EIB, UN and other international institutions;
  • Excellent English (native language is expected to be Ukrainian; knowledge of Dutch is a bonus);
  • Network within the Ukrainian government, particularly in the ministry of Restoration;
  • Skills in internal and external communication, both orally and in writing;
  • Analytical, networking and organisational skills.
