B. Job description
The General Affairs Officer provides administrative and logistical
support for one or more operational processes in the PIOFAH
(personnel, information systems, organisation, finance,
ICT/administration and accommodation) domain. The staff member serves
the mission as a whole and is accountable to the Operational Manager.
The staff member understands the importance of good planning and
clear processes for the effective functioning of the mission. The
staff member monitors the progress of administrative processes and
projects, identifies delays and follows up on outstanding actions. The
staff member is alert to mistakes and inaccuracies and suggests
corrections. The staff member knows the applicable procedures and
regulations and, within these parameters, seeks pragmatic solutions
suited to the context in which the mission operates.
The staff member works accurately and systematically, maintains an
overview of multiple processes and priorities, and ensures effective
coordination with colleagues and external parties. The position
requires a service-oriented and pragmatic approach, with attention to
quality, confidentiality, integrity and compliance with applicable
organisational standards and regulations.
The staff member supports colleagues, is available to assist
internal and external customers, and ensures effective coordination.
The staff member complies with the official standards applicable
within the organisation and monitors the quality of services provided.
Transparent and ethical conduct is a priority.
C. Tasks
Under the management and responsibility of the Operational Manager
of the Embassy (OM), the responsibilities and tasks of the General
Affairs Officer include:
- Human Resources Management
- Diplomatic Housing
- Vehicle Management
- General Administration
HR Management
- Coordinate and administer the employee lifecycle, from recruitment and onboarding through changes in employment and departure.
- Support recruitment and onboarding by assisting with candidate sourcing and interviews, maintaining job descriptions and coordinating onboarding arrangements to ensure a smooth integration of new hires.
- Support compensation and benefits management by assisting with salary benchmarking, coordinating payroll-related processes and administering employee benefits, including health insurance, retirement and redundancy-related arrangements, in accordance with applicable rules and agreements.
- Ensure adherence to local labour law and maintain accurate employee documentation.
- Act as the HR contact point within the Embassy and provide practical information, feedback and advice to the OM and employees within the applicable framework of local labour law, the Ministry’s global rules and regulations for locally employed staff (LSR), mission-specific rules and regulations (PUW) and other relevant Ministry policies.
- Keep personnel information up to date in the relevant systems and ensure that HR documentation is properly archived in 247 and Sophia.
- Support clear and timely internal communication on HR-related matters and ensure that staff are informed of relevant HR procedures and changes.
- Maintain an organised and systematic approach to HR administration, with strong attention to detail, confidentiality and prioritisation.
Diplomatic Housing
- Understand housing policy and comply with the rules and regulations of the Housing Department (DHF).
- Coordinate and/or conduct inspections of diplomatic housing in accordance with the applicable accommodation policy and prepare inspection reports for DHF.
- Support the administration and monitoring of housing contracts and related documentation.
- Coordinate with external parties, including housing agencies, landlords and local lawyers, and support negotiations where required.
- Ensure that diplomats receive the relevant housing information and documentation, including state-of-entry and state-of-exit reports, applicable rules and regulations and cost-distribution arrangements.
- Maintain an overview of housing-related contracts, deadlines, inspections and follow-up actions.
Vehicle management
- Act as a point of contact for office vehicle management.
- Coordinate driver schedules and provide practical guidance to drivers where required.
- Monitor planning and timelines and respond efficiently to urgent or changing operational requirements.
- Identify and resolve day-to-day vehicle and transport-related issues, escalating matters to the OM when appropriate.
- Maintain relevant vehicle and driver records and ensure that administrative requirements are followed.
General Administration
- Provide administrative support to the OM and the General Affairs department.
- Coordinate administrative processes and ensure the timely follow-up of requests, actions and deadlines.
- Maintain accurate records, files and documentation in accordance with applicable procedures and data protection requirements.
- Liaise with internal colleagues and external service providers on administrative and operational matters.
- Identify inefficiencies or recurring issues and propose practical improvements to administrative processes.
- Provide flexible operational support to the mission when priorities or circumstances require this.
D. Results
- Records are kept properly and in accordance with applicable rules, guidelines and agreements.
- Information is collected, checked, registered and processed effectively and in a timely manner.
- Problems are identified at an early stage, reported to the appropriate person and followed up effectively.
- HR information is kept in good order, in accordance with relevant agreements and guidelines, including integrity guidelines.
- Process-based arrangements are coordinated, progress is monitored and reminders are sent promptly where required.
- Requests for information about procedures, forms, administrative obligations and organisational processes are handled in a customer-friendly manner.
- Work files are created and kept up to date.
- Housing and vehicle administration is properly coordinated, with deadlines, contracts and obligations monitored and followed up.
- Internal and external stakeholders receive timely and accurate information and support.
- Administrative processes are reviewed where appropriate and practical improvements are proposed.
E. Skills & Experience
- At least five years of relevant professional experience, preferably including administrative, HR, operational or general affairs responsibilities.
- Strong communication and interpersonal skills.
- Solid analytical and operational skills.
- Good computer skills.
- Bachelor’s degree or higher.
- Strong planning and organisational skills.
- Ability to manage multiple priorities and work independently while maintaining effective coordination with colleagues and stakeholders.
- Accurate, systematic and detail-oriented approach to work.
- Fluency in English and Thai at a professional level. Understanding of and ability to communicate in Dutch is an advantage.

G. Work Environment
The General Affairs Officer will report directly to the Operational
Manager. General Affairs responsibilities may be divided among team
members and may change over time depending on operational priorities
and the needs of the mission.
The Netherlands Embassy in Bangkok represents and promotes the
interests of the Netherlands in Thailand, Laos and Cambodia on a wide
range of topics. Its core tasks include consular affairs, economic
affairs and trade, agriculture, political affairs, human rights and
public information. The Embassy team consists of 43 people, a mix of
highly motivated professionals with different nationalities.
The General Affairs Officer is part of the General Affairs
department and will work closely with colleagues throughout the Embassy.
The Netherlands Embassy is located in Dusit Central Park Office, a
modern office building in the heart of Bangkok. Dusit Central Park
Office is next to Lumpini Park and is easily accessible by public transport.

F. Terms of Employment
The appointment will be effectuated on the basis of a local
contract according to the
Locally Employed Staff Council (LESC)
rules and regulations of the Ministry of Foreign Affairs of the Netherlands.
The contract will be for a 1-year fixed term, with the possibility of extension. The position has been approved at scale 6 according to the Dutch Local Staff scales. The salary step will be determined based on the candidate’s performance, education, and relevant experience.
