Job description
The consular officer is responsible for carrying out consular tasks accurately with integrity and attention to details. The consular officer reports on a day-to-day basis to the Deputy Head of Consular and is accountable to the Head of Consular Affairs (OM). The consular officer understands that consular affairs play a significant role in other countries’ perceptions of the Netherlands and Dutch people’s perceptions of the Ministry of Foreign Affairs, and that a customer-focused approach is therefore essential. The consular officer communicates with applicants and other parties seeking information (in person and via email, telephone, social media, etc.). The consular officer checks incoming documentation for accuracy and completeness, and processes it in the system in accordance with the arrangements set out in the consular Products & Services Catalogue.  As part of this process the consular officer checks documentation in light of relevant legislation, procedures and agreements, and provides support in the event of evacuations and repatriations. The consular assistant/officer works closely with the Consular Service Organisation (CSO) and Netherlands Worldwide (NWW).

Additional elements
The consular officer also deals with more complex matters.  Following internal consular staff meetings, the consular officer records the minutes and action points, identifies any problems and actively contributes to solutions. The consular officer is alert to irregularities encountered in the course of their tasks and informs their line manager about such issues when necessary. The consular officer identifies consular trends and reports them to their line manager. Where necessary, the consular officer may be asked to carry out simple translation assignments (Dutch/English/local language). The consular officer provides support in social consular situations (e.g. prisoner support and Dutch nationals stranded abroad) in accordance with instructions and regulations.


Results

  • Consular tasks are performed in accordance with the applicable rules and regulations (e.g. the Visa Code and other legislation, and the Operational Procedures Manual (HBBZ)).
  • Applications for Dutch travel documents, option statements, naturalisation requests, short-stay visas (KVVs) and authorisations for temporary stay (MVVs) are properly assessed and registered in the various computer systems. 
  • Applications for verification, DNA tests, consular certificates and civic integration tests are processed in an effective and customer-friendly manner. 
  • Consular questions are dealt with in a meticulous, customer-friendly manner, or forwarded to NWW. 
  • Consular payments are managed accurately and with integrity.
  • Records and consular archives are managed in a transparent and orderly manner, in accordance with instructions. 
  • The integrity of confidential information is safeguarded.
  • Consular reports are drawn up in a satisfactory manner.
  • Developments and problems related to consular affairs are identified promptly. 
  • The consular officer contributes proactively to organisational improvements. 
  •  Social consular services are provided to Dutch nationals in an effective and customer-friendly manner.

Knowledge and skills

  • English level C1 and local language level C1
  • Knowledge of the Dutch language is useful
  • Good feel for organisation and coordination, shows intercultural sensitivity
  • Skilled in communicating with internal and external contacts at various levels, striking a good balance between empathy and assertiveness
  • Experienced at using computer programs 
  • Administrative skills
  • Knowledge of general policy principles regarding movement of people, migration and consular affairs is useful
  • Experience in consular the consular work field  is preferred.

Workplace
The consular department consists momentarily of 2 expat and 5 locally employed staff members.

Terms of Employment
The appointment will be effectuated on the basis of a local contract according to the
Locally Employed Staff Council (LESC) rules and regulations of the Ministry of Foreign Affairs of the Netherlands.

The contract will be for a 1-year fixed term with the possibility of extension. The position has been approved for scale 6 according to the Dutch local staff scales. Steps are dependent upon performance, education and experience of the candidate.
