Consular Affairs Officer

Permanent, Part time, effective April 2024 .The Embassy of the Kingdom of the Netherlands in Riyadh would like to invite candidates to apply for the part-time position of Consular Affairs Officer (18,75 hours a week). The Consular Affairs Officer needs to provide a high level of consular assistance and support to Dutch Nationals in a wide range of situations and perform consular tasks to other nationals.

MAIN RESPONSIBILITIES

• Dealing with the public and the intake of consular applications at the counter (Dutch) passports, integration exams, process visa applications to the Netherlands etc.
• Work in close liaison with our external service provider for visa (VFS) and our central consular office in the Netherlands (CSO), in relation to the processing and issuing of visas and all other consular matters.
• Preparing consular statements.
• Answering all incoming queries, by phone, at the counter, and/ or by email.
• Other tasks in connection to visa matters and Embassy activities.

TASKS


Consular services

• Dealing with applications for travel documents, visas, and authorisations for temporary stay, assessing the various documents, entering information and data in the various computerised systems and issuing travel documents and visas.
• Receive and examine authentic documents for registration of birth certificates and other consular declarations.
• Coordinating civic integration examinations and naturalization ceremonies
• Assisting Dutch nationals in KSA with a variety of (consular) matters.
• Keeping consular records by creating, organising, storing, and maintaining physical and digital files and documents.
• The Consular Affairs Officer needs to possess excellent customer care skills, the proven ability to make and maintain relevant high-level contacts.

KNOWLEDGE AND SKILL REQUIREMENTS
• Distinct social/ communication skills and affinity to deal with members of the public .
• Knowledge of general principles of policy concerning migration and consular affairs.
• Good knowledge of Microsoft Office applications (Outlook, PowerPoint, Word and Excel).
• Fluent in Dutch and English (both spoken and written). Knowledge of Arabic is an advantage.
• Ability to effectively prioritize and keep calm in a high-pressure environment.
• Skilled at working within a team-oriented, collaborative environment.

LEVEL OF EDUCATION/ ADDITIONAL TRAINING AND KNOWLEDGE
• Secondary vocational level
• Some experience of consular work, counter work and dealing with the public is preferred.

WORK ENVIRONMENT
The consular front and back-office tasks are performed under the responsibility of the Ambassador, and under the day-to-day line management of the Operations Manager.
The Embassy is responsible for the partial assessment, processing and issuing of a large number of visa applications and Dutch passport applications, as well as taking in and processing requests for consular statements, civic integration examinations, naturalization ceremonies, and a variety of related activities.
The Embassy of the Kingdom of the Netherlands is situated in the Diplomatic Quarter and has four departments: political (and culture), economic, agriculture, and operational/consular department. The staff at the Embassy consists of 10 Dutch expats and 17 local employees of a variety of nationalities.
The consular/general affairs team consists of; operations manager, deputy operations manager, 2 consular affairs officer (1x full time, 1x part time), general affairs officer, 2 drivers, 3 technical staff members.

STAFF MEMBER PROFILE
We are looking for a service-minded, hands-on colleague, with good communication skills, who knows how to handle stress, works accurately and has a good working knowledge of Dutch and English. Our new colleague should have a good antenna when it comes to political sensitive issues that can occur at time of visa applications. Flexibility is a must as we are a small team and are expected to replace each other when needed. Working knowledge of computer programs such as Microsoft Office Outlook, Word, Excel. Willingness to travel from time to time and assist in any other Embassy duties/activities when needed.
