The Challenge

Across emerging markets in Asia, Africa and Latin America, the impacts of climate change are intensifying - from water stress and flooding to coastal degradation and energy insecurity. While approximately USD 1.3 trillion is invested annually in climate action, this falls far short of the USD 6–12 trillion required each year by 2030. (Climate Policy Initiative).

The real constraint is not a lack of capital. Global capital markets exceed USD 200 trillion. The challenge is mobilising private capital into climate projects - particularly adaptation, water and sustainable infrastructure - in markets perceived as complex or high risk. Governments alone cannot close this gap. New financing structures are required to bring in private investment rapidly and efficiently.

Climate Fund Managers (CFM) is a climate-focused blended finance investment manager operating across Africa, Asia and Latin America. A joint venture between Dutch development institution, FMO, and South African financial services company, Sanlam InfraWorks, CFM raises and deploys blended climate finance funds that combine public and private capital to deliver climate-resilient solutions at scale.

With approximately USD 3 billion in assets under management and over 50 active projects, CFM invests across key climate mitigation and adaptation themes including: renewable energy, water, waste and maritime, the energy transition and green hydrogen and sustainable cities and the built environment.

Through its private equity and private credit vehicles, CFM deploys concessional capital to absorb early-stage and first-loss risk, enabling institutional investors to participate at commercially viable risk-return levels. Its model provides capital across the full project lifecycle - from development to construction and operations - reducing complexity, shortening timelines and increasing the likelihood of project success.

An example is Tubig Pilipinas Group Inc. (TPGI), a Philippine water infrastructure platform supported by CFM’s EU-supported Climate Investor Two fund. TPGI develops, operates and rehabilitates bulk potable water, wastewater and distribution systems across urbanising and rural areas outside Metro Manila, expanding access to reliable water services and strengthening climate resilience for underserved communities.
