Cultural Affairs Officer – Embassy of the Kingdom of the Netherlands in Mexico

The Embassy of the Kingdom of the Netherlands in Mexico is looking for a Cultural Affairs officer. It regards a full-time, on-site role based in Mexico City, Mexico.

The Cultural Affairs officer will be responsible for developing and coordinating cultural programs, establishing and strengthening the Embassy’s cultural network, and managing cultural events and activities.

General features

  • The Cultural Affairs officer is responsible for cultural affairs and executing the Embassy’s cultural projects.
  • The Cultural Affairs officer is responsible for the further development and maintenance of the Embassy’s cultural network, with relevant partners in Mexico as well as in the Netherlands, in the cultural, public and private sector.
  • The Cultural Affairs is responsible for the development of the cultural activities during the upcoming bicentenary of the Dutch-Mexican diplomatic relations in 2027.

Tasks

Organizing projects on Cultural affairs

  • Analysing possibilities for projects in relevant fields.
  • Taking care of the administrative registration of these projects, with partners in Mexico and the Netherlands.
  • Evaluating and monitoring ongoing projects financed by the Embassy, including the yearly “Open Call’ for cultural projects.
  • Public diffusion of the Embassy’s projects, amongst embassy partners and on social media.

Identifying opportunities for the promotion of the Netherlands’cultural agenda in Mexico, including:

  • Maintaining a relevant network, both in Mexico and the Netherlands.
  • Reporting on current developments regarding cultural affairs.
  • Special attention will go the bicentennial of diplomatic relations in 2027, which will require close coordination with the Mexican Embassy in the Netherlands.

Back up for the Public Diplomacy Affairs officer

Results


Result area 1:
Culture

  • Independently organize cultural projects and events from A to Z, with partners from within the Mexican and Dutch cultural fields, state authorities and businesses.
  • Evaluate and monitor cultural projects. Understand policy issues and the institutional context of cultural affairs internationally, in the Netherlands and in Mexico.
  • Organize the cultural program of the bicentennial of diplomatic relations in 2027.
  • Proactively maintain relations and network with actors in these fields.
  • Analyze developments in the area of Mexican, Dutch and international cultural affairs subject for reporting and background. Understand Dutch and/or EU policy in these areas, identify opportunities and inform on these when necessary
  • Participate in (EU-) activities on cultural affairs and other matters when deemed relevant.
  • Identify opportunities for funding, in both the private and the public sector.


Result area 2:

Assist as back up for the Public Diplomacy & Communications officer for matters involving public diplomacy and social media
- Backup for the Public Diplomacy & Communications officer regarding the coordination of Embassy’s social media, Public Diplomacy events and academic matters.

Working environment

 

  • The embassy in Mexico is one of 150 missions of the Netherlands abroad, employing 22 people. We have different nationalities and cultures in our team, and we strive to be an open, diverse team. The embassy works as one team. The Political, Press and Cultural affairs section (PPC) consists of the 1) head of section/political counsellor 2) human rights officer 3) the cultural affairs officer and 4) public diplomacy & communications officer.
  • The main efforts of the mission are dedicated to furthering economic cooperation between the Netherlands and Mexico, as well as promoting and implementing the Netherlands’ human rights agenda. Public diplomacy activities should be in line with these overall goals.

Knowledge and skills

 

  • Level of education: higher professional level
  • Level of experience: 3-5 years’ relevant experience required
  • Good knowledge of the cultural field in Mexico and in the Netherlands.
  • General knowledge of Mexican domestic and international politics.
  • Good knowledge of communication and social media.


Job Requirements


Knowledge and experience


• Relevant academic degree (Cultural Studies, International Relations, Communications or a related field).
• Work experience in the area of cultural affairs or international relations
• Spanish and English C1 level required. Dutch command is desired but not required.
• Excellent knowledge of the Mexican and Dutch cultural context as well as their policies and institutions.
• Affinity and experience with communication, press matters, social media.

• Ability to communicate effectively orally and in writing: conveying ideas and information clearly and correctly in so that others grasp the essence of what is being communicated.
• Ability to work with others: working actively with others to achieve joint objectives.
• Ability to network: making and maintaining contacts inside and outside the ministry in order to set up a network that helps to achieve the aims of the departments or mission in question.
• Ability to plan and organise: systematically determining targets and priorities; allocating sufficient time, resources and work force to operations in order to achieve set targets.


A brief description of the type of employee required


The employee required is a dynamic networker and a good communicator, who can handle multiple tasks simultaneously as well as establish clear priorities.


Key to the position is sharing information and linking people and institutions, seeking win-wins and joint projects, never losing sight of the overall goals of the Embassy. Ability to independently set up a project from A to Z.


The employee required is flexible, not objecting to assist in (cultural) events also after working hours. Teamwork is highly valued in the Embassy and all should have the ability to work together in a non-compartmentalised way for the achieving of overall Embassy goals. Making sure that work is transparent and accessible is essential for that.

Other remarks

The candidate will be offered a contract for 35h per week, The Embassy offers the following (secondary) working conditions:

  • A salary of MXN 36.566 gross (minimum depending on work experience). When performing to satisfaction, the employee will move to the next step in the payscale, leading to an increase in salary.
  • Health insurance.
  • 147 hours leave in addition to 13 fixed days of Mexican or Dutch holidays.
  • Options to follow courses and training.
