MATRA impact: From paper to digital, justice becomes faster, more transparent, and easier to enforce

On June 24, 2025, representatives of the Kingdom of the Netherlands Embassy in Prishtine participated in the launch of Kosovo's new electronic management system of enforcement

This electronic system will reduce delays, minimize human error, and create a reliable digital trail that builds public trust. All this was possible via the MATRA funding and as part of the Western Balkans Enforcement Strengthening Project (BESP), implemented by Center for International Legal Cooperation (CILC).

Since its launch in 2020, the Western Balkans Enforcement Strengthening Project (BESP) has delivered key results over five impactful years, during which the Kosovo Ministry of Justice and Private Enforcement Agents have benefited through: 1) strengthened accountability of private enforcement agents via improved monitoring and control mechanisms; 2) enhanced regional and international cooperation on cross-border enforcement; and 3) promotion and localization of the Hague Judgments Convention, with clear  relevance and applicability in the local context.

The project continues to build on one of the Netherlands' key policy priorities: strengthening the rule of law in the Western Balkan country as part of the pre-accession reforms as part of the EU integration process.


 

Enforcement of civil court judgments and in reasonable time are core requirement under Chapter 23 of the EU acquis. This chapter, along with Chapter 24, are areas the Netherlands strongly prioritizes as part of integration into the EU.
