Reception of Refugees

Supporting Jordan’s continued hosting of refugees, will remain the cornerstone of the Netherlands’ new country strategy of 2026 – 2029. It will take a holistic approach which includes a) supporting the sustainable, dignified, safe and voluntary returns of refugees, and b) continuing to support the self-reliance and resilience of refugees and host communities in Jordan.

We focus on supporting the Government of Jordan in the areas of  education, employment, protection of vulnerable groups and critical (water) infrastructure. The Netherlands’ provides this support through our flagship instrument, the Prospects Partnership (click on the link to read more about how we support refugees and host communities alike).

Lastly, through instruments such as the World Bank’s Global Concessional Financing Facility, the Netherlands supports Jordan’s efforts to implement its Economic Modernization Vision by strengthening national systems that serve both Jordanians and refugees. Through the Regional Development and Protection Programme (RDPP), we also support  Jordanian civil society in the area of the refugee response, reflecting the Netherlands’ strong commitment to locally-led development.

The Prospects Partnership

The Netherlands’ flagship instrument to support refugees and vulnerable host communities is the Prospects Partnership. Through Prospects, The Netherlands works jointly with IFC, ILO, UNHCR, UNICEF and the World Bank.
This unique partnership was spearheaded by the Netherlands’ government in 2019. Prospects delivers tangible improvements for refugees and vulnerable Jordanians, including women and youth. Examples include protecting women and children from abuse, providing quality education in IT and entrepreneurial skills, and matching people and jobs. This is done in close coordination with Jordanian government institutions.
