GENERAL FEATURES OF THE ROLE
The consular & general affairs officer combines tasks in the consular affairs field with duties in general affairs. He/she reports to the operations manager. The consular & general affairs officer works closely with the consular officer, providing consular services at the counter (passport, visas and legalisations/declarations), as well as back office tasks. He/she supports the operations manager in the field of financial affairs, housing issues, and providing clerical and logistic administrative support. The officer understands that consular affairs play a significant role in people’s perceptions of the Netherlands/Dutch Ministry of Foreign Affairs, and that a customer-focused approach is therefore essential.
DESCRIPTION OF DUTIES
Consular Services
• Planning, prioritising and organising appointments for consular services;
• Communicating with applicants and other parties seeking information (in person and via email, telephone, social media, etc.)
• Processing applications for the issue of travel documents, visa and MVV applications, checking the various documents, entering the applications in the various automated systems and issuing the created travel documents and visas;
• Organising/supervising civic integration/naturalisation examinations and organising naturalisation ceremonies;
• Providing consular assistance to Dutch nationals in need;
• Providing guidance to Dutch detainees in Ireland;
• Keeping up to date with new applications and systems for (digital) consular services.
General support in operational processes
• Ensuring accurate financial administration (e.g. invoicing, checks on claims and VAT refunds);
• Dealing effectively with the administrative and technical management of the chancery and residence (including inventory), in accordance with existing procedures, and handling any related administration;
• Managing inventory and office supplies (technical equipment, office equipment, official cars and government-owned works of art) for the chancery and official residence by checking and updating lists of contents, etc.;
• Other administrative duties as decided within the consular and general affairs team, under the overall management of the operations manager.
LEVEL OF EDUCATION, KNOWLEDGE AND SKILLS
• Secondary vocational level .
• Experience of working with financial processes is preferrable.
• Skilled in communicating with internal and external contacts at various levels, striking a good balance between empathy and assertiveness, including in potentially stressful situations.
• Fluency in English, both orally and in writing is essential.
• Knowledge of Dutch is an advantage.
• Experienced in the use of MS Office, in particular Outlook, Excel, and Word.

The consular & general affairs officer needs to be a team player, takes initiative and is also flexible and stress-resistant.
He/she can operate independently, is able to set priorities and excels at multi-tasking.
He/she is a good planner who can anticipate issues.
He/she is aware of the details of the applicable rules and regulations and is fully aware and respectful of all aspects of confidentiality, related to consular and administrative tasks of the embassy.
The officer needs to be both empathic and dynamic, a good communicator with people from very different backgrounds.
WORK ENVIRONMENT
The Embassy is responsible for the promotion of the interests of the Kingdom of the Netherlands in Ireland in all its aspects. It has a small and dynamic team of 13 staff members, which is primarily responsible for the political, economic/commercial and consular activities. Policy wise, the focus is on EU affairs and on bilateral economic relations. The team consists of 2 expat staff members (Ambassador and the Deputy
Head of Mission) and 11 local staff members. Within the team, cooperation is important and people are expected to be flexible when it comes to concrete tasks, including helping others. The Embassy has a “can do” mentality and there is an excellent team spirit focused around the principle of “one team”.

This is a fixed term position for one year with the option to renew, depending on job performance and the aforementioned developments at the Ministry of Foreign Affairs.
BENEFITS AND WORKING CONDITIONS
• Gross annual salary ranges between EUR 47,000 and EUR 55,000 depending on the level of experience/qualifications.

The successful candidate will be employed by the Embassy of the Kingdom of the Netherlands in Dublin and will initially be offered a contract with a duration of one year, with the possibility to extend. A decision to extend the contract will depend on job performance as well as policy and developments at the Dutch Ministry of Foreign Affairs.
The legal status of local employees at the Embassy in Dublin is defined by the Legal Status (Local Employees) Regulations 2020 (LSR 2020), in conjunction with the mission version for Ireland (PUW).
