GENERAL FEATURES OF THE JOB

The position is based in the Economic Department of the Consulate-general in Mumbai. The position is for maximum 2 years.
The Netherlands works in partnership with local stakeholders on green, digital and inclusive economic development in several sectors through a so called “combi-track” approach in 14 countries.
Together with local stakeholders in emerging markets, challenges are identified in sectors like clean energy, water, horticulture and waste management where Dutch expertise can provide added value.
 Through the combi-track approach, Dutch solutions can have real impact in these sectors. By focusing the sustainable solutions and long-term investment of Dutch enterprises on specific countries and sectors, they are expected to contribute to their green and digital ambitions.

At the same time preconditions for success need to be created by strengthening the local business climate in collaboration with local stakeholders. For instance by using Dutch expertise to support local governments upgrade their regulations and strengthen vocational training where relevant. There is special attention to creating jobs for young people and women.
In India, two combi-tracks are identified, one in sustainable waste management, the second one in sustainable horticulture.

 
The Economic Diplomacy Advisor will: 
Contribute to the objective of the sustainable waste management combi-track: Sustainable, inclusive and commercially viable integrated solid waste management systems powered by Dutch solutions in India, particularly in Maharashtra and Uttar Pradesh, that contribute to decent work and economic growth, climate mitigation and affordable and clean energy;
  • Contribute to the objective of the horticulture combi-track: a holistic climate resilient approach to horticulture development in India by focusing on business development and capacity building; 
  • Create maximum synergy between the two tracks by:
  • Creating óne uniform approach for the (present) two combi-tracks in India in order achieve cross-learning between the different tracks;
  • Creating óne story for external use about combi-tracks in India.
  • May be assigned other duties as indicated by the management of the Economic Department;
  • Handles work related matters in a professional and objective manner, not influenced by personal interests or interests of third parties.

 

 DUTIES AND RESULT AREAS

  • Write reports and implementation strategy documents in coordination with policy officers handling waste management and horticulture;
  • Coordinate implementation of activities planned in the intervention logic for sustainable waste management in particular: supervise studies on stakeholder mapping and informal sector conducted by third parties; organize roundtables with stakeholders on central and state levels; organize participation in waste management trade fairs; develop knowledge platform with stakeholders envisaged in the project; support the envisaged development research agenda between NL and Indian research institutes and companies; manage interventions for formalizing informal sector;
  • Liaise and coordinate with present and future actors and stakeholders in sustainable waste management both in the Netherlands and India (Netherlands Embassy Delhi economic department, the Netherlands Enterprise Agency (RVO, Invest International, enterprises in the waste sector in the Netherlands and India, stakeholders India, etc);
  • Coordinate development of the intervention logic for horticulture and manage and coordinate implementation of activities planned in the intervention logic;
  • Liaise and coordinate with present and future combitrack horticulture actors (NL Embassy Agriculture Department; PIB HortiRoad2India; SeedNL; stakeholders India etc) and cross reference inventory of activities (on going and planned) with the combitrack on waste management;
  • Organize presentation/interaction during meetings of Embassy Network India (twice a year).

  • Efficient network of contacts in Indian government, business sector, civil society, knowledge institutes specifically in the waste management and agriculture sectors, and the ability to strengthen and expand the network;
  • With (senior) policy officers in waste management, agricultural and innovation advisors, in CG Mumbai and the Economic Network India (ENI) colleagues in Bangalore, Delhi, Ahmedabad and Hyderabad; the Honorary Consuls in Chennai, Lucknow and Kolkata;
  • With the wider Consulate team in Mumbai;
  • With Indian and Dutch government representatives and other authorities, business organizations and business community, both in India and the Netherlands.

 

 KNOWLEDGE & SKILLS / JOB REQUIREMENTS

Level of education: at least higher professional post graduate level in Economics/ Sustainable Development / sustainable waste management / circular economy / agriculture;
Level of experience: At least 5 years

Knowledge:

  • Knowledge and experience in the field of sustainable waste management/recycling/waste to energy/circular economy and/or horticulture. The applicant has an active network in one or more of these sectors
  • Being familiar with the economics of Water – food – energy nexus would be appreciated;
  • Good knowledge and understanding of Indian government structure, relevant legislation, regulations and policy priorities;
  • Knowledge of general training methods and techniques for project management and skill in using them;
  • Understanding of relevant ministerial frameworks at the central as well as state levels, and legislation in the policy area concerned;
  • Familiar with roles and functions of Diplomatic Missions in the area of economic diplomacy;

Skills:
  • Excellent organizational and project coordination and management skills; ability to be proactive and plan, carry out, implement, and follow up on actions. Ability to effectively coordinate and manage complex projects with multiple stakeholders;
  • Ability to identify and analyse trends, identify opportunities, risks and bottlenecks and translate them into sustainable solutions;
  • Ability to operate both in a team with colleagues in the Consulate and in the ENI, as well as independently, by making own choices and decisions about approach and way of working based on formulated assignments and targets;
  • Ability to cope with stress and working at irregular timings

WORKING ENVIRONMENT
Brief description of the Mission and the physical work environment.

The diplomatic, consular and business support network in the Republic of India of the Kingdom of the Netherlands comprises the Embassy in New Delhi, Consulates-general in Bangalore and Mumbai and Netherlands Business Support Offices (NBSOs) in Ahmedabad and Hyderabad and Honorary Consuls in Chennai, Kolkata and Lucknow.

The Consulate-general in Mumbai has 17 staff members and is led by the Consul General where work is conducted in accordance with the One Team concept as advocated by the Ministry of Foreign Affairs. The team consists of the CG, the deputy CG, the Operational Affairs Group (= General and Consular Affairs, 9 fte), the Economic Cluster (8 fte). The location of the Consulate-general is 20th Floor, Express Towers, Nariman Point, 400021, Mumbai. 

Brief description of the Economic Cluster:

The Economic Cluster comprises the Economic Affairs team (2 fte), the Netherlands Foreign Investment team (3 fte), the Innovation team (2 fte) and the agricultural advisor. The senior advisor will be part of the Economic Affairs team and report to the Deputy Consul General.

TYPE OF EMPLOYEE REQUIRED
An energetic, enthusiastic, committed, self-driven and proactive team player with excellent organizational, coordination, and analytical skills, who can also work independently and has a relevant network.

FEMPLOYMENT CONDITIONS
The selected candidate will be offered an employment contract for one year. Upon expiry of this contract, another one year employment contract will be offered in case of excellent job performance. As financing for this position is for only two years, no more employment will be offered thereafter.

Upon employment, the employee will be ranked in salary scale 8, the same as the job level. All ten salary scales at the Embassy comprise 16 pay numbers. The pay number assigned to the employee upon employment depends on the number of years of relevant experience. After every 12 months, the employee may be awarded one additional pay number depending on his or her job performance in the preceding 12 months. At present, salary scale 8 starts with a gross monthly salary of INR 134,186 for pay number 0 and ends with a gross monthly salary of INR 201,278 for pay number 15. Salaries are adjusted every year as per the 1st of January based upon the outcome of a salary survey among five markers. Every December a 13th month salary is paid, whereas, within certain restrictions, 95% of medical cost are reimbursed. Employees are encouraged and supported to seek further training and education to improve their skills and broaden their employability. This is paid for by the employer.

Income tax and social security premiums are to be paid by the employee in accordance with Indian Law and regulations.
