Vacancy – Policy Officer Political Affairs and Security

The Policy Officer Political Affairs and Security is responsible for contributing to the political reporting of the Embassy. In this position you would therefor follow domestic politics and Finland’s position within EU and NATO. You build a strong network in the field of security and defence.

General  

Salary: ranging from 4.205 to 6.256 euro gross per month, depending on experience
Contract: open-ended position with two months probationary period
Number of hours per week: 36,25 hrs
Starting date: July/August 2026 (exact date to be determined) 

Main activities

Political Reporting

  • Actively following developments in security & defence in Finland and related topical EU and NATO debates in Finland, in order to:
    - contribute to the Embassy’s political reporting;
    follow up on instructions sent by the Dutch Ministry of Foreign Affairs;
    - prepare meeting notes or other relevant documents for the management of the Embassy, the Defence Attaché team and/or Dutch delegations.

  • Maintaining and developing an extensive network among civil society, think tanks and other organisations in Finland.

  • Monitoring local news relevant to the Embassy’s policy priorities, as well as news about the Netherlands and the EU, in close cooperation with Embassy colleagues.

  • Organising events relevant to the Embassy policy priorities, in close cooperation with other Embassy colleagues.

  • Regular attendance of seminars and meetings within sectors of interest to the Netherlands and reporting to relevant (government) institutions in the Netherlands.

Economic Security and Resilience

  • Following and reporting on Finnish initiatives in the field of social resilience, and initiating exchanges with Dutch counterparts.

  • Promoting Dutch-Finnish strategic cooperation on economic security to effectively counterbalance Economic Security violations.

  • Setting up and expanding bilateral dialogue on critical/ emerging technologies (methodology, promoting/protecting instruments, identifying economic opportunities).

  • Identifying opportunities; establishing and expanding dialogue on integrity and sustainability of strategic value chains, including resources.

Hybrid Threats

  • Following Finnish threat assessment, activities, legislation and policy making regarding hybrid threats that contribute to Dutch policy discussions.

  • Intensifying cooperation and developing new initiatives in the field of joint response and deterrence (including as an extension of the Dutch development of the Government-wide Response Framework, EU hybrid toolbox, Hybrid Center of Excellence).

Cyber

  • Intensification of Dutch and Finnish cooperation for international discussions about the normative framework for responsible state behavior in cyberspace.

  • Following, in collaboration with the Defence Attaché, and reporting on Finnish cyber threat assessment, legislation and policy making regarding defensive and offensive cyber deployment for Dutch policy discussion.

  • Following and reporting on technological developments with cyber impact (e.g. quantum and AI).

Other duties:

  • Organizing visiting programs for Dutch delegations to Finland in the above mentioned fields.

  • Contributing to the internal affairs of the Embassy by carrying out relevant administrative work (archiving, contact management, logistic support) and attending regular courses (e.g. fire drill, consular, IT applications and systems).

Scope of flexibility

  • The main workplace will be the premises of the Embassy of the  Kingdom of the Netherlands. Occasionally, attendance and assistance is requested at the Residence of the Ambassador or an external location. This might also occur outside regular office hours.

  • The Embassy offers the possibility to occasionally work from home (maximum of one day a week), after consultation and when work permits.

  • The new colleague will closely work with the other colleagues in the team and if necessary step in for other colleagues. Taking on new and sometimes unexpected assignments is part of the job.

  • The position may include occasional travelling to the Netherlands and in the Nordic region. There is an opportunity for work-related and personal development training in Finland and/or in the Netherlands.

  • Receiving on a rotating basis possible emergency telephone calls outside the office hours.

  • Due to the nature of the position, the employee might be subjected to a security screening.

Educational requirements

  • University degree, with preferably 3-5 years of relevant work experience.

  • Languages: Excellent proficiency in English and Finnish. Knowledge of Dutch is an advantage (but not a requisite).

Other knowledge and skills

  • Demonstrated understanding of domestic politics, foreign- and security policy (specifically hybrid threats, cyber and economic security).

  • Strong research, analytical and writing skills in Finnish and English.

  • Strong networking skills and the ability to build and maintain professional relationships.

  • Experience working with various IT applications and systems (MS Office, archiving, CRM).

Profile

You work both independently and collaboratively within a team and take initiative where appropriate. You communicate clearly and effectively, both orally and in writing, and build and maintain relationships with relevant stakeholders. You monitor and analyse political developments in Finland, particularly in the areas of EU affairs, defence and security policy, and contribute to strengthening bilateral relations between the Netherlands and Finland.

You develop and maintain knowledge of the work of the Dutch Ministry of Foreign Affairs and relevant policy areas, and translate political and policy developments into practical contributions to the work of the Embassy. You show flexibility and are willing to travel when required.

Work environment

  • The Embassy of the Kindom of the Netherlands in Helsinki is a small-sized bilateral diplomatic representation in a fellow-member state of the European Union and NATO. The team consists of 10 employees, both Dutch and Finnish.

  • The main tasks of the Embassy are maintaining bilateral relations between the two countries, following the Finnish position on a broad range of topics (EU, NATO, geopolitics, the energy transition and climate change), assisting Dutch citizens travelling, working or living abroad and promoting business opportunities for Dutch companies. 

  • The team at the Embassy in Helsinki is devoted to an open, informal, trusting and result-oriented work environment.

  • The Embassy building is located in the center of Helsinki.
