The Consulate of the Kingdom of the Netherlands in São Paulo and the Embassy of the Kingdom of the Netherlands in Brasilia are seeking an enthusiastic Senior Economic Diplomacy Advisor.

Project with main duties
The world is rapidly changing, asking for a re-thinking in the way we organize our partnerships and strengthen them. Moreover, the Dutch diplomatic network in Brazil is dealing with some budget cuts of the Dutch government, reducing its employees working in the economic domain by the end of 2027. This asks for rigorous re-thinking of the economic focus and strategy, the organization of the economic network, its ways of working, and the necessary skills and capabilities to be fit-for-purpose for the future. It is an opportunity to align the economic work with the current geo-political and economic developments, with the needs of the Netherlands (and Europe) and the needs of Brazil, and with the opportunities and expected results of the Embassy network.


The employee will be contracted for a set time of 12 months, with possible extension to a total of max 21 months, with as main assignment supporting the transition towards a focused, effective and future-proof economic strategy and way of working, followed by a SMART implementation program of the Kingdom of the Netherlands in Brazil. Hereby taking into account 1) a rapidly changing geo-political and economic environment 2) the priorities of the recently installed Dutch government 3) the budget cuts and its impact on the network.


The employee will define and help implement a future-proof economic strategy and implementation of it in the teams, which will contribute to the economic resilience of the NL through strengthened engagement with Brazil on a limited number of priority areas. To get to a new strategy and implementation program, a process is defined and needs to be executed.

The results after max. 21 months will be:
1. A clear process will be followed towards a new economic strategy and SMART implementation program.
2. A focused economic strategy and new way of working is designed, based on facts and data and input from relevant stakeholders.
3. Successful implementation of the feasible and SMART implementation program by giving continuous support to the economic network on the necessary adjustments (agile way of working).
4. Design of a communication strategy of the new economic strategy with focus on the relevance for NL in Brazil, increasing its influence and prestige through strong engagement between the countries.
5. Implementation of the communication strategy with concrete communication tools, with a focus on external communication about relevance for NL in Brazil.

• Improved communication in NL on Brazil and vice versa and on our economic diplomacy results.
• Communication by the network about the changes lead to positive responses.


The ideal candidate for the position of Process Lead Economic Diplomacy Strategy is an individual who embodies the following qualities:

• Strategic thinking and proven experience with change management: The candidate should have experience with strategy development and change management, agile ways of working. Understanding the diverse policy needs to ensuring a high-quality and profound strategy that can be implemented and adopted by others.
• Motivator: The candidate should be able to inspire and motivate others, providing assistance in new ways of working, while at the same time understanding the difficulties that can arise for colleagues in this process.
• Team Player: The ideal candidate should be collaborative and work effectively within a team. The network consists of different offices, where team work is crucial for success. The candidate must be able to showcase experiences with teamwork, open communication, and sensitivity to change processes and impact on teams. Cooperation with colleagues and external stakeholders will be essential in delivering high-quality work.
• Multitasker: The ideal candidate will thrive in a dynamic and fast-paced environment. The ability to manage multiple responsibilities simultaneously is crucial. The candidate should be able to prioritize tasks effectively to meet deadlines while maintaining a high standard of work.
• Flexible and adaptable: The candidate must be flexible and adaptable to new procedures, priorities, and challenges. The ability to stay calm and adjust to shifting demands will be essential for success in this role.

What we are looking for:

• 7+ years of relevant (full-time) work experience, with proven experience in change management, strategy development and execution/implementation. If you don’t have experience in this area, we will not consider your application.
• Preferably education in relevant area.
• Good communication (verbal and writing skills) in Portuguese and English. Dutch is an advantage.
• Experience with the Trade Facilitation instruments of the Dutch government (Ministry of Foreign Affairs and Dutch Enterprise Agency) is an advantage.
• Ability to collaborate with a diverse team in a dynamic work environment.
• A proactive, dynamic and service-oriented personality who is flexible enough to deal with a wide variety of activities and find solutions for problems that arise.
• He/she combines speed of operation with a high quality of output and shows initiative.
• A team player, who is happy to contribute, together with colleagues, to improve the position and visibility of the Netherlands in Brazil.
• Capability of constructively challenging and supporting the management team as a critical sparring partner.
• Willingness to regularly travel to other parts of Brazil to meet external stakeholders and colleagues within the diplomatic network.

Working environment
The Consulate General of the Kingdom of the Netherlands in São Paulo has an office at Faria Lima district in São Paulo. The broader Brazil network comprises of the Embassy of the Kingdom of the Netherlands in Brasilia, the Consulate General in Rio de Janeiro and São Paulo and the Netherlands Business Support Offices in Belo Horizonte and Porto Alegre.
The Process Lead Economic Diplomacy Strategy is employed within the economic affairs department and will report directly to the Deputy Ambassador in Brasilia / Head of Economic Affairs. He or she will collaborate and communicate regularly with all other staff in the economic network and management team.
