Politics, Public Diplomacy and Cultural Affairs Officer – Embassy of the Kingdom of the Netherlands in Brasilia

The Embassy of the Kingdom of the Netherlands is seeking a highly qualified, dynamic Policy Officer to support its political, human rights, public diplomacy and cultural work. The Policy Officer will monitor and analyse Brazil’s domestic political landscape and developments, prepare news summaries, reports and briefings, engage with media and civil society, contribute to communication and the social media platforms, and manage projects in the fields of human rights, cultural heritage, and public diplomacy. The Policy Officer is expected to take initiative, and maintain strong relationships with relevant stakeholders. The position includes representing the Embassy at meetings and events, in coordination with the Head of the PPC Department. At the same time, the officer is responsible for the full administrative and financial support of all PPC related activities.

DEPARTMENT
The department of Politics, Public Diplomacy and Cultural Affairs (PPC) of the Embassy of the Kingdom of the Netherlands in Brasilia consists of an enthusiastic team of five persons, including a rotating intern every six months. The department deals with political analysis, human rights, public diplomacy, culture, cultural heritage (incl. project management) and communication. The department informs and gives support to the head of mission on political affairs, coordinates the (social media) communication of the Dutch diplomatic Network in Brazil, cultural and public diplomacy events, and administers several project funds.


EMBASSY AND DUTCH NETWORK IN BRAZIL
The staff of the Embassy works together as one team and coordinates the Dutch Network in Brazil. The Dutch Network comprises the Netherlands Embassy in Brasília, the Consulate-General in São Paulo, the Consulate-General in Rio de Janeiro, the two Netherlands Business Support Offices (NBSO), in Porto Alegre and in Belo Horizonte, and Honorary Consulates throughout the country. The Embassy of the Kingdom of The Netherlands is located in the Southern Embassy Sector of Brasília in a green compound together with the ambassador’s residence. The Embassy building is spacious.

TASKS
• Stay informed about developments in relevant PPC policy areas, including national and international politics, human rights, culture, cultural heritage, public diplomacy and social media;
• Monitor, analyze, and report on Brazil’s domestic political developments, including executive, legislative, and judicial processes.
• Provide in-depth analysis of political dynamics. Draft and contribute to policy analyses, reports and briefings;
• Interpret and assess developments related to the Brazilian Constitution, legal frameworks, and regulatory changes.
• Anticipate political risks and opportunities relevant to the Embassy’s priorities.
• Prepare media summaries, analyze social media trends and their implications. Manage and draft social media posts of the Embassy’s activities in coordination with relevant colleagues and stakeholders;
• Support press engagement.
• Monitor developments in human rights, rule of law, and democratic governance.
• Build and maintain a network of contacts in the fields of national political affairs, human rights, culture and cultural heritage;
• Assess and process incoming project proposals in the policy areas of human rights and culture;
• Manage and oversee the project cycle of projects funded by the Embassy, including maintaining project documentation and assessing final project reports;
• Oversee and execute the administrative and financial cycle of calls for proposals and projects funded through the PPC Department, ensuring compliance with the relevant policy criteria of the Ministry of Foreign Affairs of the Netherlands;
• Develop new project ideas and initiatives in a creative and proactive manner;
• Organize and coordinate cultural and public diplomacy events;
• Organize and prepare meetings, both online and at the Embassy, draft minutes, and monitor the implementation of agreed actions and decisions;
• Contribute to the organization and implementation of incoming visits by Dutch delegations, including ministerial
missions and business delegations.
• Respond to enquiries and requests from the general public.
• Administrative and financial support of all PPC activities.

The work is carried out in accordance with assignments defined by the head of PPC department or the Embassy management and in team spirit with the PPC team members.

LEVEL OF EDUCATION / SKILLS
• University level education in Political Science, International Relations, Law, Public Policy, or a related field.
• Minimum of 5–8 years of relevant professional experience in three (or more) of the following areas: political analysis, public policy, journalism, government, or an international organization, project management, human rights, financial administration, communication, social media.
• Affinity with and interest in primarily political issues, human rights, cultural heritage, public diplomacy and social media;
• Experience with budget management, administrative processes and event organization
• Knowledge on the political field and constitution in Brazil is a must, including actors, policy (legislation), human rights;
• General knowledge of the Netherlands.
• Excellent command of Portuguese and of English, equivalent to C1/C2 in Europe, both spoken and in writing.
• Knowledge of Dutch is a pré;
• Strong digital skills (producing and maintaining digital files);
• Knowledge of social media, Canva and editing.


OTHER INFORMATION
Contract: fixed CLT contract with several additional benefits, including beneficial health insurance options.
Salary: local pay scale 7, BRL 13.101 – 19.651 based on relevant edUcation and work experience.
In case of a non-Brazilian citizenship, the applicant is responsible for obtaining the appropriate visa and work permit.
