Salary: Local pay scale 6 (starting at R$ 10.160), market competitive and dependent on relevant work experience
The Consulate of the Kingdom of the Netherlands in São Paulo is seeking an enthusiastic General Affairs Officer. He/she should is dedicated to deliver high quality work in the field of HR, administration, finance and facility management, is able to plan and organise, anticipate and negotiate, and is a good team player.

Your work will involve:
Human Resources Management
- Assist in drafting and updating employment contracts, monitor compliance with labour laws, and support the implementation of changes to employment conditions and company policies;
- Facilitate new employee onboarding processes, prepare employment documents, and manage exit procedures;
- Maintain and update employee records, ensuring confidentiality and compliance with company policies and labour regulations.
- Track staff attendance, leave requests, and support monthly payroll preparation with accurate data;
- Assist in posting job vacancies, screening applications, and coordinating interview schedules with hiring managers.
Administration
- Oversee day-to-day administrative operations, ensuring efficiency and accuracy in office management;
- Manage correspondence, filing, and documentation, both digital and physical, ensuring confidentiality and organization;
- Provide administrative support to senior management and other departments as needed;
- Maintain contacts with relevant departments of the Ministry of Foreign Affairs in the Netherlands, proactively seeking for alignment, when required.
Facility management
- Plan and organize maintenance and facility projects and adapting to the needs, including maintenance and renovation;
- Prepare tender documents and assessment of offers;
- Survey the quality of the works done by local contractors in the area of his/her responsibility;
- Communicate clearly with residents on facility processes and maintenance and on responsibilities of the Consulate vs. the resident;
- Maintain contacts with real estate brokers and/or landlords that offer suitable housing for the expatriate staff members of the Consulate;
- Facilitate relocating process, inspection of (future) residences and administrative procedures around relocation of expat diplomatic staff;
- Ensure utilities (e.g., electricity, water) are operational and monitor costs associated with facility management.
Financial management
- Monitor and manage the organization’s budget, tracking expenses and ensuring financial resources are allocated effectively;
- Process invoices, manage accounts payable and receivable, and oversee expense reports;
- Conduct regular financial reporting, preparing financial statements, balance sheets, and budgets as required;
- Assist with regulatory compliance, ensuring that all financial activities comply with local laws and organizational policies;
- Liaise with external accountants, auditors, and financial institutions as necessary;
- Support senior management in financial planning, forecasting, and budget analysis.
What we are looking for:
- Preferably 5+ years of relevant work experience and education in relevant area (with a strong preference for knowledge of Brazilian HR management);
- Experience with HRM, administration, facility management and finance;
- Experience with contract / procurement negotiations;
- Good communication (verbal and writing skills) in Portuguese and English. Dutch is an advantage;
- Capability of constructively challenging and supporting the management team as a critical sparring partner;
- Ability to pro-actively and independently plan, organize and anticipate (proven project management skills);
- Ability to network and collaborate with suppliers;
- Client orientation and empathetically dealing with problems (incl. IT and technical problems);
- Pro-active work attitude and actively seeking solutions for problems that arise;
- Proficiency in common Office software (Word, Excel, PowerPoint, etc.).
