Franco-Dutch Pact for Innovation and Sustainable Growth
The Franco-Dutch Pact for Innovation and Sustainable Growth, signed during President Emmanuel Macron’s state visit to the Netherlands in April 2023, aims to structure bilateral cooperation and foster new synergies between the economic, industrial, and research ecosystems of both countries. This pact strengthens existing cooperation and helps identify key projects to improve the resilience of both countries, while contributing to the European Union’s strategic and technological autonomy.

Which areas are included in the pact?
The targeted areas include key technologies (semiconductors, quantum, cybersecurity, AI and photonic technologies), sustainable industry and green energy, agriculture and agri-food, as well as sustainable mobility.
How will the pact become a success?
To implement this pact and bring bilateral projects to fruition, France and the Netherlands are leveraging the dynamism of their innovation ecosystems and building on the strong relationship between their public authorities, businesses, and research institutes.
